The Wide-area Response Brigade is a Guardian Corps unit commanded by Brigadier General Cid Raines. The brigade is famous for its unofficial name, the 'Cavalry'. A mobile unit without a designated jurisdiction, the Cavalry patrols the uninhabited expanses between cities, ready to respond to emergency situations at a moment's notice. For this purpose, the brigade commands a cruiser-class airship - the sole exception in the Guardian Corps.
Sanctum Fal'Cie
The Sanctum fal'Cie are the unfathomable entities that constructed the floating shell of Cocoon in ages past, and even now watch over the world's human inhabitants. Each is assigned a specific task that supports the existence of Cocoon's grateful populace, such as generating energy or manufacturing food. The fal'Cie rarely intervene directly in the governing of society, leaving that responsibility to appointed human representatives. One theory states that, including the lower hierarchy, the total number of Sanctum fal'Cie exceeds eight million.The known Fal'CiesEden (the leader)
The namesake of Cocoon's capital, this fal'Cie directs the others of its kind who support the world's day-to-day existence. While Cocoon's other fal'Cie do not communicate with humans, Eden does. Presiding over the Sanctum's otherwise human administration, the fal'Cie is known to issue orders to the Primarch and step in to correct political gaffes on occasion.

Cocoon's own light in the sky, Phoenix is a Sanctum fal'Cie tasked with providing warmth and illumination. It floats at the center of Cocoon's inner atmosphere like a miniature sun, bathing the surrounding world in its radiant glow.
It is the fal'Cie who are responsible for Cocoon's climate, regularly adjusting weather as deemed necessary. Just as Phoenix regulates daylight, other subordinate fal'Cie maintain patterns of wind and precipitation.Carbuncle Kujata
The Purge
To the millions who call Cocoon home, the lowerworld of Pulse represents a constant source of fear. Suspected association with Pulse means stigmatization as an enemy of the state and all mankind - even for born and raised citizens of Cocoon.
The recent discovery of a fal'Cie from Pulse near the city of Bodhum cause widespread civil unrest. After placing the city's entire population under quarantine due to the possibility of contamination, the Sanctum then announced its intent to forcibly relocate the affected to Pulse in an emergency measure dubbed by authorities as the Purge.
PSICOM
The Sanctum military is composed of two main branches: the Guardian Corps, responsible for maintaining security in various jurisdictions throughout Cocoon, and PSICOM - Public Security and Intelligence Command.
PSICOM is an elite special operations unit charged with protecting Cocoon from Pulsian incursion. In contrast to the lightly armed Guardian Corps, PSICOM employs an array of advanced heavy weaponry and cruiser-class airships. As PSICOM bears responsibility for any and all threats of Pulse origin, it was PSICOM who conducted the Purge.The Guardian Corps
The Guardian Corps is the branch of the Sanctum military responsible for maintaining peace and stability within Cocoon.
Within their assigned jurisdictions, the soldiers of the Guardian Corps fulfill the role of the police officers and protectors, working to eliminate all manner of criminal activity as well as rampaging wildlife. As a unit that works alongside the general population, it rarely employs heavy weaponry or cruiser-class ships. However, the Corps does retain squads of highly mobile shock troops.
The Sanctum
Cocoon's central government, the Sanctum, holds supreme executive, legislative and judicial power. It also maintains directive authority over the military. Despite the fact that Cocoon was built by the fal'Cie, and not by humans, fal'Cie opt to participate only superficially in governmental affairs, leaving Cocoon's administration entirely at the discretion of the human Sanctum and its Primarch, Galenth Dysley.
Sanctum l'Cie
During the War of Transgression, a number of warriors were made into l'Cie to engage the forces of Pulse alongside the Sanctum fal'Cie. Since that time, there is no record of a Cocoon fal'Cie taking a human as a l'Cie.
It is possible that there have been unrecorded cases, but even if that is so, any and all accurate information about the nature of Sanctum l'Cie has been lost in the intervening years. Even Sanctum researchers have been able to achieve no more than speculation.
The War of Transgression
The War of Transgression is a bloody war that was fought between Cocoon & Gran Pulse nearly six to seven hundred years ago prior to the events in FFXIII. The armies of Pulse attempted to invade Cocoon but were ultimately defeated by the Cocoon fal'Cie (most likely Orphan and Eden with the aid of Barthandelus). The Sanctum's fal'Cie were able to repel the invading forces long before they breach Cocoon but the Pulsians managed to damage the surface heavily enough leave lasting damage. Any details regarding the conflict are honestly still surrounded in mystery but a reenactment of this war is demonstrated in the Nautilus annual Pompa Sancta parades.

Two Pulse l'Cie from the northern village of Oerba were chosen by Anima to destroy Cocoon: Oerba Yun Fang and Oerba Dia Vanille. Their Focus is to destroy Cocoon by transforming into a being known as Ragnarok. Due to Vanille's fear of the beast's power, she ran off and left Fang to carry out the task on her own.
Fang's incomplete Ragnarok cracked Cocoon's outer shell. The goddess Etro, knowing that Cocoon's destruction and the resulting deaths would disrupt the natural order, transformed both Fang and Vanille into crystals before they could complete their Focus.
Leadership
In his respective canon, Fynn is the Captain of the Cavalry & the right hand man of Brigadier General Cid Raines. As captain, he's expected to not only lead the Cavalry into battle but also make insightfu decisions regarding their organization's mission & goals. He's also tasked to allocate resources to achieve those directives & ensure the Cavalry's prosperity.

Technical skills
Fynn's technical skills refer to his ability & knowledge related to machinery. He's known to be an ace pilot among the Cavalry and certainly know how to handle those high powered weaponry PSICOM uses. He seems to have a deep understanding of Technology thanks to both his time in the military and his origins from Cocoon. In short, he can handle futuristic technology well.
Enhanced Marksmanship
Thanks to his time in the Guardian Corps, Fynn is a decent marksman with the ability and endurance to shoot targets from afar. His precision ratio is much higher than other soldiers and he's capable of using a wide variety of firearms with relative ease including basic semiautomatics and high powered military rifles. He's able to judge extremely long distances with startling accuracy and capable of gauging the force necessary to shoot a projectile. If a specific target is on the move, Fynn can quickly assess the best method to take them out.
His marksmanship isn't flawless but rather better than most thanks to his military training on Cocoon.Antimatter Manipulation Principle Devices(only achieved part of this regain)

This advance form of technology is native to that of Cocoon's military branches. Referred to as the "Grav-Con Unit", this military-issued manadrive device acts as a modified gravity field that allows the wielder the ability to perform superhuman agility based feats, i.e: Suriving leaps from usually fatal & immense heights.
AMP technology replaces the need for rappel cords for troopers to scale down from airships and carriers.
This brand of technology allows the wielder to use powers similar to magic that is typically only utilized by l'Cie and fal'Cie. Manadrives also be overcharged and then used to unleash powerful magical damage. This technique is mostly used by high ranking Sanctum troops. It's more than likely since Rygdea is a "captain" for the Cavalry which is a Sanctum military force, that he would know how to use one.
Cocoon Locations
Cocoon
Cocoon is a floating continent in the world of Final Fantasy XIII. It floats in the sky above the land of Gran Pulse (known simply as Pulse to the people of Cocoon) like a low-hanging moon. Cocoon's altitude from Gran Pulse is about the arm's length of the fal'Cie Titan, and it is about the size of the real world North America.
Although Cocoon has the appearance of a small planetoid, it is hollow and its inhabitants live inside of the shell, making it similar in concept to a Dyson sphere. Cocoon is a futuristic paradise filled with highly advanced technology which protects it against the supposed intruders from the planet below. It is ruled by the Sanctum. (submitted regain: claimed)
Eden
Eden, known as the "Seat of the Sanctum", is the capital city of Cocoon. Named after its patron fal'Cie of the same name, it serves as the center of Cocoon's governing body, the Sanctum. Eden floats in the sky high over Cocoon and thus can only be reached by airship or a railway connected to Palumpolum.
headcanon: Most likely Fynn is either "Eden" or "Palumpolum" respectively. He probably was raised in Palumpolum but he eventually moved to Eden to begin his training in the military.

Nautilus
Also known as the "City of Dreams", Nautilus is the entertainment capital of Cocoon known for its many theme parks, chocobo farms and the annual Pompa Sancta parade.

Palumpolum
Palumpolum is a residential port city in Cocoon. (It also serves as a home city to Hope Esthiem) Unlike most of Cocoon, Palumpolum is said to have a lively marketplace which is somewhat strange in this day and age of online shopping. It's known as "the Capital of Commerce" and has a real homey peaceful sort of vibe. The Sanctum fal'Cie Carbuncle makes its home in this city underneath within the Nutriculture Complex. Its responsible for the entire city's food supply.
